POSITION PAPER ON TOPIC HUMAN RIGHTS EDUCATION


As the most important body in variety of aspects of human existence and the mankind, the UN puts huge efforts in protection and respect of human rights, but also in human rights education as indispensable means of their realising. The United Nations Committee on Economic, Social and Cultural Rights recognizes the need for human rights education. The General Assembly proclaimed the period between 1995 and 2004 as the decade for Human Rights Education and welcomed the Draft Plan of Action for the decade. The same body of the UN was proclaimed 2004 the World Programme for Human Rights Education, which was supposed to advance the implementation of human rights education programmes in all sectors. The activities of General Assembly regarding this issue have extended and GA adopted the Resolution 62/171 about the International Year of human Rights Learning. The Year started on 10th December 2008 and encourages all countries to increase their efforts for accelerated human rights education on local, national and international level.

Human rights education has carried out in Ukraine with a huge encouragement based on adopting and realization of the following international treates, functioning of organizations and their educational programmes and activities regarding human rights in our country.

Ukraine is a party of the following international treaties referred to human rights : International Covenant on Civil and Political Rights (ICCPR), (First) Optional Protocol to the ICCPR, International Covenant on Economic, Social and Cultural Rights, Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Optional Protocol to CEDAW, Convention on the Rights of the Child (CRC), Optional Protocol to the CRC on the involvement of children in armed conflict, International Convention on the Elimination of All Forms of Racial Discrimination, Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Optional Protocol to the Convention against Torture, Convention relating to the Status of Refugees (1951), Protocol relating to the Status of Refugees (1967). Ukraine is a party of the following European treaties: European Convention for the Protection of Human Rights and Fundamental Freedoms (ECHR) (1950), Protocol No. 6 to the ECHR concerning the abolition of the death penalty in times of peace (1983), Protocol No. 12 to the ECHR concerning the general prohibition of discrimination (2000), Protocol No. 13 to the ECHR concerning the abolition of the death penalty in all circumstances (2002), Framework Convention on the Protection of National Minorities. International human rights organizations cooperating in Ukraine are: Amnesty International-Ukrainian Association, International Helsinki Federation for Human Rights (IHFHR), International Society for Human Rights-Ukrainian. Ukrainian human rights organizations are: Association “Civic Initiative” (Kirovohrad, Chernigiv Committee for the Protection of Citizens's Constitutional Rights, Committee of Voters of Ukraine, Congress of National Communities of Ukraine, Donetsk Memorial,"For Professional Assistance", Kharkiv Human Rights Protection Group, Odessa Human Rights Group “Veritas”, Ukrainian Helsinki Human Rights Union.
